The Guam Preservation Trust (GPT) is soliciting proposals for the services described above.
Proposals must meet specific requirements. Information is available at the GPT office, located in the Historic Lujan House, 167 Padre Palomo St., in Hagatña, Guam, or on the GPT website at www.guampreservationtrust.org.
Three sets of proposals must be submitted to the Chief Program Officer, at the GPT office no later than 3:00 p.m. April 28, 2023.
The Guam Preservation Trust reserves the right to reject any and all proposals and to waive ay defect in said proposal, in its sole opinion, to do so is in the best interest of GPT. All proposals shall become the property of GPT.
SCOPE OF WORK
INTENT
In an effort to preserve Guam’s historic past, it is the intent of the Guam Preservation Trust (GPT) to seek professional services to prepare a land appraisal in connection with Hila’an real estate property located at Lot 10187, Dededo, Guam. Upon final selection of the best qualified Offeror, the Scope of Work for the Land Survey Services may be modified and refined during the fee negotiation.
DESCRIPTION OF WORK
- Services Required – The specific services consist of the following:
Land Survey to produce Maps, Cross-Sections, and Data Sets. Provide surveying and engineering services to produce plan drawings, topographic and contour maps, cross sectional diagrams, and data sets.The Offeror shall respond to questions and comments from the Chief Program Officer and provide any requested additional information or address any deficiencies noted. - Personnel and Equipment Requirements
- General. Provide the survey crews, surveyors, engineers, office staff, and equipment necessary to accomplish the services as tasked by GPT. Project sites can be located in remote areas.
- Additionally, access to Global Positioning System (GPS) surveying equipment along with personnel trained in its use, are required. Typical requirements will include requesting site access from land owners prior to work being performed.
- Land Surveyor Requirements. Surveying work accomplished under this Scope of Services will be performed in accordance with the laws of Guam and rules of the Guam Board of Registration for Professional Engineers, Architects and Land Surveyors.
- Equipment. Provide the surveying instruments and transportation equipment best suited to accomplish the services required by GPT.
- Typical Deliverables
- Plans shall be 11″ x 17″ size drawings bearing the seal of the responsible Professional Engineer or Professional Land Surveyor and may include:• Topographic and contour maps
• Cross-sections
• Plan views (Overlay on aerial or satellite photography)
• Property and Right-of-Way Maps Plans shall be submitted as directed by GPT. Digital copies of plans shall also be submitted digitally in AutoCAD 2015 or newer (*.dwg) format, *.dwf and *.pdf formats. - Technical reports and memorandums.
- Survey logs and field notes.
- Progress reports.
- Digital data sets listing all points, corresponding elevations, coordinates and descriptions shall be submitted in comma delimited ASCII format.

- Benchmark descriptions (data sheet, photographs, and GPS network benchmark report).
All deliverables shall be accompanied by a typed Letter of Transmittal.

GENERAL REQUIREMENTS
- All items stated in this scope of work shall be completed and ready for use upon final acceptance and shall comply with all provisions governing laws and regulations applicable to Guam.
- Deadline for completing scope of work. All activities must be completed within ninety (90) days from the date of contract execution.

ARCHAEOLOGICAL CONSULTANT SERVICES
RESEARCH DESIGN DEVELOPMENT FOR: Rehabilitation of the Historic F.Q. Sanchez Elementary School GHPI 66-02-1661, Humåtak, Guam
- INTENT
In an effort to preserve Guam’s archaeological and historic past, it is the intent of the Guam Preservation Trust (GPT) to seek professional archaeological services to prepare a research design to monitor all ground disturbing activities of and any new construction for the project described above. - DESCRIPTION OF WORK
GPT is seeking a research design and site monitoring services prior to and during the construction at and around the project site. The scope of work involves the preparation of these documents for GHPI 66-02-1661, F.Q. Sanchez Elementary School, Humåtak, Guam. These services will incorporate the following general rules:- Maintain cultural and archaeological background and context of the site and related cultural materials, including an overview of the prehistory and history of the vicinity of the project area and the project area itself;
- Propose and describe what is likely to be found during construction;
- Propose research questions that will be answered by the archaeological investigations to includes maps and other background information.
- Utilize all materials available through GPT, Guam Historic Resources Division, Department of Parks and Recreation, and/or other local archives to research and maintain the historic integrity of site and during construction.
- Providing archeological monitoring of the site to ensure that any and all work does not subtract from the attributes or integrity that listed it on the National Register.
- There is a potential for burials to be uncovered at the site and the research design will include efforts to recommend to preserve in place.
- Include in the design plan their capability to test and conduct data recovery prior to any new construction at the site.
- GENERAL REQUIREMENTS
All items stated in this scope of work shall be completed and ready for use upon final acceptance and shall comply with all provisions governing laws and regulations applicable to Guam.The research design must be able to pass GPT and Guam Historic Resources Division-State Historic Preservation Office (GHRD-SHPO) review. - RESEARCH DESIGN CRITERIA
Drawings, specifications, and other related documents for this project shall be prepared in accordance with general criteria contained in the Secretary of Interior’s Standards (SOI) for Archaeology and Historic Preservation.
The Consultant shall be responsible for the professional quality, technical accuracy and the coordination of all designs, drawings, specifications and other services furnished while under contract. The archaeologist shall, without additional compensation, correct or revise any errors or deficiencies in his/her research designs, drawings, specifications and other services. - SITE INVESTIGATION
The Consultant shall verify existing site conditions and all pertinent information needed for the satisfactory performance of the scope of work prior to submitting a proposal. The Consultant shall verify conditions prior to completion of the construction drawings. The Consultant will be responsible for obtaining such site data and information as may be necessary to adequately complete a research design. - DESIGN REQUIREMENTS
In General, this project will follow current guidance from the Guam Department of Parks and Recreation Guam State Historic Preservation Office.

GENERAL SCOPE OF WORK
ARCHAEOLOGICAL CONSULTING SERVICES
CULTURAL RESOURCE INVENTORY FOR:
LOTS 15 & 16, Tract 2411, Municipality of Piti/Santa Rita, Guam
- INTENT
In an effort to preserve Guam’s archaeological and historic past, it is the intent of the Guam Preservation Trust (GPT) to seek professional archaeological services to prepare a cultural resources inventory at GPT’s Atantano Property, Lots 15 & 16, Tract 2411, Municipality of Piti/Santa Rita, Guam. - II. DESCRIPTION OF WORK
GPT is seeking a cultural resources inventory which will be inclusive of a 1) archaeological field survey and 2) cultural resource documentation and inventory report preparation at the above project site. The following tasks and services will incorporate the following general rules:- Maintain cultural and archaeological background and context of the site and related cultural materials, including an overview of the prehistory and history of the vicinity of the project area and the project area itself;
- Propose and describe what is likely to be found.
- Propose research questions that will be answered by the archaeological investigations to includes maps and other background information.
- Utilize all materials available through GPT, Guam Historic Resources Division, Department of Parks and Recreation, and/or other local archives to research and maintain the historic integrity of site.
- There is a potential for burials to be uncovered at the site and the research design will include efforts to recommend to preserve in place.
- Include in their proposal their capability to test and conduct data recovery for resources found at the site.
- Archaeological Field Survey:
- 1) The consultant will undertake cultural resource pedestrian inventory of approximately 700,000 square meters of land at GPT’s Atantano Property, focusing on areas with the highest probability to contain resources sensitive to the proposed impacts, prioritizing areas lacking previous survey coverage, and revisiting previously documented resources.
- Parts of the project areas contain steep terrain and interlocking vegetation. Subsequently, the consultant has latitude to use professional archaeological judgement to determine an appropriate survey strategy for these areas.
- Previousl y unrecorded cultural resources or updates to existing records will be documented with the Guam Historic Resources Division of the Department of Parks and Recreation (GHRD) forms.
- The consultant will supply GPT with brief field session progress reports monthly for use in planning.
- Cultural Resource Documentation and Inventory Report Preparation:
- The consultant will prepare a draft and final cultural inventory report summarizing the results of the Atantano property Field Survey; this report may utilize elements from the cultural resources inventory reports.
- The consultant will prepare cultural resource documents for any newly identified, or updates for previously documented resources, on appropriate GHRD forms.
- The cultural resource consultant will also provide GPT and GHRD with a PDF version of the approved archaeological survey report and prepared site documentation.
