GENERAL SCOPE OF WORK
ARCHAEOLOGICAL CONSULTANTING SERVICES

RESEARCH DESIGN DEVELOPMENT FOR:
Rehabilitation of the Historic F.Q. Sanchez Elementary School GHPI 66-02-1661, Humåtak, Guam

  1. INTENT
    In an effort to preserve Guam’s archaeological and historic past, it is the intent of the Guam Preservation Trust (GPT) to seek professional archaeological services to prepare a research design to monitor all ground disturbing activities of and any new construction for the project described above.
  2. DESCRIPTION OF WORK
    GPT is seeking a research design and site monitoring services prior to and during the construction at and around the project site. The scope of work involves the preparation of these documents for GHPI 66-02-1661, F.Q. Sanchez Elementary School, Humåtak, Guam. These services will incorporate the following general rules:

    1. Maintain cultural and archaeological background and context of the site and related cultural materials, including an overview of the prehistory and history of the vicinity of the project area and the project area itself;
    2. Propose and describe what is likely to be found during construction;
    3. Propose research questions that will be answered by the archaeological investigations to includes maps and other background information.
    4. Utilize all materials available through GPT, Guam Historic Resources Division, Department of Parks and Recreation, and/or other local archives to research and maintain the historic integrity of site and during construction.
    5. Providing archeological monitoring of the site to ensure that any and all work does not subtract from the attributes or integrity that listed it on the National Register.
    6. There is a potential for burials to be uncovered at the site and the research design will include efforts to recommend to preserve in place.
    7. Include in the design plan their capability to test and conduct data recovery prior to any new construction at the site.
  3. GENERAL REQUIREMENTS
    All items stated in this scope of work shall be completed and ready for use upon final acceptance and shall comply with all provisions governing laws and regulations applicable to Guam.
    The research design must be able to pass GPT and Guam Historic Resources Division-State Historic Preservation Office (GHRD-SHPO) review.
  4. RESEARCH DESIGN CRITERIA
    Drawings, specifications, and other related documents for this project shall be prepared in accordance with general criteria contained in the Secretary of Interior’s Standards (SOI) for Archaeology and Historic Preservation.The Consultant shall be responsible for the professional quality, technical accuracy and the coordination of all designs, drawings, specifications and other services furnished while under contract. The archaeologist shall, without additional compensation, correct or revise any errors or deficiencies in his/her research designs, drawings, specifications and other services.
  5. SITE INVESTIGATION
    The Consultant shall verify existing site conditions and all pertinent information needed for the satisfactory performance of the scope of work prior to submitting a proposal. The Consultant shall verify conditions prior to completion of the construction drawings. The Consultant will be responsible for obtaining such site data and information as may be necessary to adequately complete a research design.
  6. DESIGN REQUIREMENTS
    In General, this project will follow current guidance from the Guam Department of Parks and Recreation Guam State Historic Preservation Office.

RFP 22-02-2 Cultural Impact Assessment for Atantano Heritage Preserve

REQUEST FOR PROPOSAL
Plant Inventory Survey
Atantåno Heritage Preserve

SCOPE OF WORK

  1. Overview
    The Guam Preservation Trust is seeking proposals to prepare a Plant Inventory Survey (PIS) for the Atantåno Heritage Preserve.The Atantåno property is located between the villages of Piti and Santa Rita. The property incorporates two lot parcels: Lot 15 (325, 027+ sq. meters) and Lot 16 (372, 485+ sq. meters. The Atantåno property is appraised as “underdevelop” for M-2 Heavy Industrial zoning.Located east off Route 2A towards the village of Agat, Atantåno is surrounded by private and public properties. Geographically, the property is bounded to the east by Mount Tenjo and the Tenjo river in the northeast. The
    Paulåña River meets the Atantåno River in the southeast portion of the property, defining the Atantåno River wetlands, which bisect the property.
  2. Objectives
    1. The contractor shall perform a baseline vegetation survey to understand the vegetation classes present in the site, including information about the types and relative abundance of invasive species as well as native species associated with ravine forests, disturbed forests, savannas, and other habitat types that may be present at the
      site.
    2. The survey should conform to recognized ecological methods to determine baseline information that will shape future management actions intended to restore or enhance ecosystem function at the site, promote biodiversity, restore or enhance native species abundance in the site, and protect significant natural and cultural resources present within the site.
  3. Progress Reports, Final Report, and GIS Maps/Database
    1. Progress Reports. The Contractor shall prepare monthly progress reports due within the first 5 calendar days of each month documenting the status of the survey and plan development. The report period shall cover the first through the last day of the previous month. The reports shall include the following: project name, report date, period covered (first day through last day of month), personnel involved, work completed during the time
      period, percent completed on each work element (to match the invoice submitted for the same month), data collected, copies of field data sheets and maintenance logs used to record data, significant status updates regarding the plants (including but not limited to photo documentation of the threatened and endangered species), problems encountered and resolutions/action items, work planned for the following month, and any updates or changes to
      the contract. Monthly progress reports must be accurate. If inaccurate or incomplete information is included in a progress report, the Contractor shall submit a corrected report for that month within 5 days of Trust request.
    2. Draft and Final T&E Survey Report and GIS. Fifteen (15) days from completion of survey upon which the Contractor will submit a Draft Final Report with T&E location maps and draft GIS data for Trust review. The Trust will have ten (10) days to review and submit comments on the Draft Report and associated maps. The Contractor will incorporate Trust comments and submit a Final Report with T&E maps and final GIS data seven (7) days after receiving Government comments.
    3. GIS Standards
      1. Mapping Grade Global Positioning System Requirements. ESA- listed plant location data shall be collected with survey-grade GPS data collection. Horizontal accuracy for survey grade GPS data collection shall be + 1 centimeter at 1 sigma unless otherwise specified in the statement of work. The maximum allowable degree of error for survey grade GPS data collection shall be + 100 centimeters. Any features collected that exceed this degree of error will be rejected and tagged for recollection. Every effort shall be made to capture feature locations without using offsets unless obstructions are present. Data sets derived from GPS data collection efforts shall include metadata to record descriptions of the receiver and other equipment used during collection and processing, base stations used for differential corrections, software used for performing differential corrections, estimated horizontal and vertical accuracies obtained, and conversion routines used to translate the data into final geographic data delivery format.
      2. Geospatial Data Software Format. Geographic data must be provided in a form that does not require translation,
        preprocessing, or post processing. All digital geographic maps and the related data sets shall be delivered in a SDSFIE compliant file geodatabase format (Access database file) utilizing the latest version of ArcGIS.
      3. GIS Data Sets. The Contractor shall develop all geographic information in a structure consistent with the most current version of the Spatial Data Standards for Facilities, Infrastructure and Environment (SDSFIE), also known as the National Committee for Information Technology Standards 353. Currently the version used is SDSFIE 2.7. The SDSFIE format shall be followed for geospatial database table structure, nomenclature, and attributes.
      4. The Contractor shall fit collected GIS data into the named feature classes and populate feature attribute
        information into provided fields. If the Contractor does not find the appropriate field for their data, they may create the fields as needed.
      5. All data coordinate systems shall be in UTM WGS-84 55N and projection provided in Universal Transverse Mercator projection, the above zone, and in meters. Dates of surveys and correct scientific species names shall be populated in the attribute tables. All spatial duplicates shall be removed from GIS data. The Contractor shall provide a PDF copy of all maps associated with the GIS data.
      6. All constructed maps shall have the associated ArcMap Document File (MXD) delivered to allow for future printing and modification. MXDs shall use the relative paths option or layer packages. The Table of Contents (TOC) within the MXD shall be orderly and contain a logical naming structure.
      7. Geographic data shall be delivered on a CD or digital versatile disc (DVD); electronic data delivery may suffice for draft deliverables.
      8. Data dictionaries may be used to assist with data collection in the field.
        1. Metadata must be included in the final GIS deliverable. Metadata for each individual dataset shall be populated to meet basic data population standards as identified in the ESRI standard template. Additional data shall be provided as appropriate, including, at a minimum:
        2. The name and description of the data set or layer.
        3. The source of the data and any related data quality information such as accuracy and period of content.
        4. Describe the data collection method or survey protocols used; a report citation can suffice.
        5. Description of the equipment or instruments used in the data collection
        6. Scientific names of all the federally listed species to populate in the attribute tables.
        7. Define all codes used in the data fields in the appropriate attribute definitions.

ARCHAEOLOGICAL INVENTORY SURVEY
Atantano Heritage Preserve
SCOPE OF WORK

  1. Overview
    The Guam Preservation Trust is seeking proposals to prepare an Archaeological Inventory Survey (AIS) for the Atantano Heritage Preserve.
  2. Objectives, Tasks & Activities, and Deadlines
    1. Conduct a full AIS for the Atantano Heritage Preserve, to include pedestrian survey and laboratory analysis.
    2. Community Outreach Meetings, as specified below.
  3. Activities/Responsibilities Necessary to Complete Scope of Work.
    To achieve the objectives, the consultant shall perform the following activities:

    1. Archival Research for Background Information.
      The archival research for this report will include a narrative of the complete pre-contact and post-contact history of the project area up until the present. Background information on the Atantano Heritage Preserve should also include a narrative of the place names, stories, songs, legends, and proverbs associated with the area. The report will also include a compilation and summary of pertinent land conveyances; historic maps; and a thorough section on the previous archaeology of the area. Historic documents, books, non-archaeological publications, online databases, and newspapers in both English and Spanish, if necessary, will be reviewed for this work.
    2. Pedestrian Survey.
      Conduct a complete archaeological pedestrian survey of the project property. In addition, other forms of non-intrusive survey, such as GPR or LIDAR, may be utilized. Document all sites and features encountered during the survey, using GPS, photography, drawings, and
      written descriptions. The inventory entries shall follow the requirements set forth by the Guam SHPO. Sources of information
      specific to a particular property, such as newspaper references, shall be listed with the inventory entry.
    3. Post-Fieldwork Analysis
      All artifacts or other cultural properties collected as a result of the fieldwork will be analyzed by the archaeological company. This includes the analysis of lithics, ceramics, midden samples, historic items, faunal remains, and the radiocarbon dating of charcoal. All items and properties will be measured, weighed, and documented by means of photography, drawings, and written descriptions. All items
      analyzed will be diligently curated by the archaeological company until retrieved by the Guam Preservation Trust. The sole exception to this is with the inadvertent discovery of human remains. See the next section.
    4. Inadvertent Discovery of Human Remains
      In the event of the inadvertent discovery of human remains, all work in the immediate area will be halted; the area will be flagged; and both the SHPO and GPT will immediately be notified. The skeletal remains, whether articulated or not, will be presumed to be manaotao mo’na, or ancient Chamoru remains, unless shown to be otherwise. The archaeological company will take directions from the SHPO and/or a Chamoru Burial Council regarding the handling of the manaotao mo’na.
    5. Community Outreach
      Present findings at the Guam Preservation Trust upon completion of the AIS. A separate presentation might be requested by GPT at the community centers of Piti and Santa Rita.
    6. Provide Periodic Status Reports
      Provide updates to the Guam Preservation Trust regarding work completed every first week of the month for the duration of the project.
  4. Products
    Products shall include:

    1. Printed Final AIS Six (6) printed reports of the final Atantano Heritage Preserve AIS upon acceptance by the Guam Preservation Trust and the Guam Historic Preservation Office. One each report will go to the Guam Preservation Trust, the Piti Mayor’s Office, the Santa Rita Mayor’s Office, the Guam Historic Preservation Office, and the University of Guam RFK Library, and the Micronesian Area Research Center. In addition, a digital copy of the report will be given to GPT.
    2. Research Notes. A copy of all field notes taken during the AIS work. Notes will identify the archaeologist or technician doing the work.
    3. Periodic Status Reports. Provide periodic status reports using the form provided by the Trust. Status reports will include:
      1. Title sheet identifying the project, contract number, and name and address of the Archaeological Company;
      2. Names and titles/responsibilities of the project manager and persons working on the project, including any subcontractors;
      3. A financial report of expenditures to date including any changes to approved budget or approved work scheduled.
      4. A written summary of progress outlining the work accomplished during the reporting period. Problems, real and anticipated, or any significant deviation from the agreed- upon work plan should be brought to the attention of the Trust.
    4. Public Information Meeting. Hold one (1) project completion meeting at the Guam Preservation Trust to inform the GPT Board and Staff of the project findings. Two (2) more similar meetings may be required at the relevant villages connected to the project area, pending the coordination with the Village Mayors involved. The meetings will include a PowerPoint presentation and ample time for
      questions/answers with those in attendance.
    5. DEADLINES FOR COMPLETING OBJECTIVES. All activities must be completed within twelve (12) months from the date of contract execution.

CULTURAL IMPACT ASSESSMENT

    The Guam Preservation Trust is seeking proposals to prepare a Cultural Impact Assessment (CIA) for the Atantano Heritage Preserve.
  2. Objectives, Tasks & Activities, and Deadlines
    1. Conduct a thorough CIA for the Atantano Heritage Preserve, to include oral history interview transcripts, and transcript summaries and recommendations.
    2. Community Outreach Meetings, as specified below.
  3. Activities/Responsibilities Necessary to Complete Scope of Work
    To achieve the objectives, the consultant shall perform the following activities:

    1. Archival Research for Background Information.
      The archival research for this report will include a narrative of the complete pre-contact and post-contact history of the project area up until the present. Background information on the Atantano Heritage Preserve should also include a narrative of the place names, stories, songs, legends, and proverbs associated with the area.     2. Oral History Interviews.
      Conduct five (5) oral history interviews of people connected to the project area. A list of at least a dozen names will be compiled of manamko (elders), cultural practitioners, and familial descendants connected to the Atantano area. This list will be approved by the Guam Preservation Trust. The archaeological company will then contact the first 5 people on the list and request an interview. If someone declines to be interviewed, the next name on the list will be contacted. Prior to the interviews, the archaeological company will send a template of the interview questions to GPT for approval and amend it if needed. Interview questions will inquire about the history of the place; changes through time; personal stories connected to the area; past and present cultural practices of the area, and the potential impacts of the project to these practices; and culturally significant places, sites, and features of the area; and access to these potentially affected by the project. All oral history interviews will be transcribed in their entirety, followed by a summary of the interview along with topical breakouts, and a highlight of interviewee comments and concerns. The archaeological company will provide a concluding summary along with their own recommendations.
    3. Site Visits.
      If the interviewee requests for a site visit, the archaeological company will coordinate with GPT to make the site visit available.
    4. Community Outreach
      Present findings at the Guam Preservation Trust upon completion of the CIA. A separate presentation might be requested by GPT at the community centers of Piti and Santa Rita.
    5. Provide Periodic Status Reports.
      Provide updates to the Guam Preservation Trust regarding work completed every first week of the month for the duration of the project.
  4. Products
    Products shall include:

    1. Printed Final CIA At least (6) printed reports of the final Atantano Heritage Preserve CIA upon acceptance by the Guam Preservation Trust and the Guam Historic Preservation Office. Project No. HS15-01- Rehabilitation of the Guam Legislature (Guam Congress Building)

Sealed bids in duplicate for the Rehabilitation of the Guam Legislature (Guam Congress Building), located on Chalan Santo Papa, , will be received at the Guam Preservation Trust Office until Friday, January 16, 2015 at 2:00 p.m., at which time and place all bids will be publicly opened and read aloud.

Contract time is three hundred sixty five (365) consecutive calendar days. All bids must be accompanied by a bidder’s bond in the amount of 100% of the total bid amount. Bid security may be a bid bond, certified check, or cashier’s check, made payable to the Guam Preservation Trust. A non-refundable amount of Four Hundred Dollars ($400.00) payable to the Guam Preservation Trust is required as payment for each set of Bid documents which can be secured from the Guam Preservation Trust office, 167 Padre Palomo Street, (Historic Lujan House) in Hagatna, Guam, on or after December 5, 2014.

Architectural & Engineering Services to conduct a Feasibility Study for the Reconstruction of the Palacio located at the Plaza de España, Hagåtña, Guam.

The Guam Preservation Trust (GPT) is soliciting proposals for the services described above.

REQUEST FOR PROPOSALS

National Register of Historic Places Nominations

The Guam Preservation Trust is seeking proposals from qualified historic preservation consultants to undertake the documentation required for three National Register nominations.

The Guam Preservation Trust will evaluate all timely proposals to ensure that all required submittals have been included in responses and that all responses meet the Minimum Evaluation Criteria. Proposals that are deemed to be complete shall be presented to a selection committee.

SUBMITTAL INSTRUCTIONS
The Guam Preservation Trust staff will review all Qualification Packages submitted for this project. To be considered as a qualified respondent, three copies of the Proposal Package must be submitted in a sealed envelope and clearly marked RFP: NATIONAL REGISTER OF HISTORIC PLACES NOMINATION – (Please specify RFP Projects by listing )

Issuance of this RFP does not obligate the Guam Preservation Trust to award a contract nor is the Trust liable for any costs incurred by the proponent in the preparation and submittal of the proposal. All proposals must include the following information in the order stated below:

PROPOSAL FORMAT

  1. COMPANY PROFILE:
    Describe the background of your company and why it is qualified to provide the requested services for the Guam Preservation Trust.
  2. UNDERSTANDING OF THE PROJECT:
    Describe your understanding of the project(s) including a brief overview of your plan on accomplishing the services being requested by the Guam Preservation Trust.
  3. PROJECT TEAM:
    Describe the qualifications of the key person(s) who will be responsible for providing the requested services. Resumes for key person(s) are required. Limit resumes to two pages for each key person listed.)
  4. EXPERIENCE:
    Provide evidence of similar, past experience that demonstrates your ability to successfully provide the services being requested in this RFP, including successful National Register of Historic Places Nominations. Include names and contact information from past projects for reference purposes.
